To determine when things will fluctuate or change outside of this time frame, keep an eye out for big changes like double xp weekends , or new quests. Make sure to sell items that lots of people use to increase their skill, and do it in large quantities.
If I buy something on the exchange, I usually buy between 5% and 10% less than medium cost. You can then offer it for sale as soon as the price goes up about 5% to 10% more, or you can come up with one of your own "wholesale" price which generally draws more attention to selling outside the g.e.
